The short answer
No: the Cinemana app does not offer offline downloads. There is no download arrow, no offline section, and no setting that enables it. Every title streams on demand, which means you need a connection at watch time. This limitation applies to every version; plan around it instead of fighting it.
What the app caches
What Cinemana does cache is everything around the video: posters, metadata, and your browsing position. That is why the catalog feels instant on a second visit even though video still needs the network. The storage permission, explained in the permissions guide, exists for this cache.
Practical workarounds
Plan around the limitation instead of fighting it. On travel days, tether from a second phone or use transit Wi-Fi for shorter episodes rather than films. At home, the data-saving tips keep streaming affordable, and the quality settings let you match the stream to whatever connection you have. For the full picture of what the app does offer, the Cinemana APK home page covers the feature set.
